On May 8, the Department of Revenue of the Ministry of Finance of India issued Circular No. 07/2025-Customs (ADD), stating that it accepted the anti-dumping affirmative final ruling recommendation made by the Ministry of Commerce and Industry of India on February 10, 2025 on Textured Tempered Coated and Uncoated Tempered Glass originating in or imported from China and Vietnam, and decided to impose anti-dumping duties on the products involved in the case in the above-mentioned countries for five years.
The tax amount is the difference between the declared value of imported goods (landed value, provided that it is lower than the minimum price) and the minimum price, and the minimum price is: China 658-664 US dollars / ton, Vietnam 570 ~ 664 US dollars / ton.
The product involved in the case is tempered glass with a transmittance of at least 90.5%, a thickness of less than or equal to 4.2 mm (including a tolerance of 0.2 mm) and at least one side of the size greater than 1500 mm, regardless of whether it is coated or not.
This case involves products under Indian customs codes 7003, 7005, 7007, 7016, 7020 and 8541. The measures shall take effect from the date of publication of this circular in the Official Gazette.
On February 13, 2024, India's Ministry of Commerce and Industry announced that it would initiate an anti-dumping investigation on coated or uncoated textured tempered glass originating in or imported from China and Vietnam in response to an application submitted by Borosil Renewables Limited, a domestic Indian company.
On November 5, 2024, the Ministry of Commerce and Industry of India issued an affirmative preliminary ruling on the case.
On December 4, 2024, the Department of Revenue of the Ministry of Finance of India issued Circular No. 26/2024-Customs (ADD), deciding to impose temporary anti-dumping duties on coated or uncoated textured tempered glass originating in or imported from China and Vietnam for a period of 6 months, and the tax amount is the difference between the declared price of imported goods and the minimum limit price, which is: China 673~677 US dollars/ton, Vietnam 565 US dollars/ton.
On February 10, 2025, the Ministry of Commerce and Industry of India made an affirmative final ruling on the anti-dumping case.
