Recently, the China Construction Industry Association released the "Statistical Analysis of the Development of the Construction Industry in the First Half of 2025", showing that in the first half of 2025, the total output value of the construction industry completed by construction enterprises across the country was 1,3674.542 billion yuan, a year-on-year decrease of 1.13%; The two major indicators of housing construction area and new construction area, which are closely related to the building waterproofing industry, expanded, of which: the construction area of housing construction was 9.459 billion square meters, a year-on-year decrease of 14.32%, and the new construction area of housing was 1.251 billion square meters, a year-on-year decrease of 17.56%.
The report "Statistical Analysis of the Development of the Construction Industry in the First Half of 2025" is divided into two parts: the basic situation of the national construction industry in the first half of 2025 and the development of the construction industry in various regions.
The details are as follows:
1. The basic situation of the national construction industry in the first half of 2025
(1) The added value of the construction industry
According to preliminary calculations, the GDP in the first half of 2025 our country 660536 billion yuan, a year-on-year increase of 5.3% at constant prices. In the first half of the year, the construction industry achieved an added value of 3,821.1 billion yuan, a year-on-year increase of 0.7%, and the growth rate was 4.6 percentage points lower than the growth rate of GDP. The added value of the construction industry accounted for 5.78% of GDP.
(2) Investment in construction and installation projects and the total output value of the construction industry
In the first half of 2025, the national fixed asset investment (excluding rural households) will be 248654 billion yuan, a year-on-year increase of 2.8% (calculated on a comparable basis). Among them, investment in construction and installation projects increased by 0.1% year-on-year, which was 2.7 percentage points lower than the increase in national fixed asset investment (excluding rural households).
In the first half of 2025, the total output value of the construction industry (referring to general contracting and professional contracting construction enterprises with qualification levels, excluding labor subcontracting construction enterprises, the same below) completed the total output value of the construction industry of 1,3674.542 billion yuan, a year-on-year decrease of 1.13%, 1.67 percentage points lower than the increase in national fixed asset investment (excluding rural households); the completed output value of construction enterprises was 4,642.021 billion yuan, a year-on-year decrease of 3.76%; The output value completed in other provinces was 4,250.984 billion yuan, a year-on-year decrease of 10.58%, and the output value completed in other provinces accounted for 31.09% of the total output value of the construction industry.
(3) The number of construction enterprises, the average number of people directly engaged in production and business activities, and the labor productivity
As of the end of June 2025, there were 154218 construction enterprises with construction activities in the country, a year-on-year increase of 1.53%; the average number of people directly engaged in production and business activities was 42.3236 million, a year-on-year decrease of 9.97%.
In the first half of 2025, the labor productivity calculated based on the total output value of the construction industry will be 323095 yuan/person, a year-on-year increase of 9.81%.
(4) The total amount of contracts signed by construction enterprises and the amount of newly signed contracts
In the first half of 2025, the total number of contracts signed by construction enterprises across the country was 5,2461.277 billion yuan, a year-on-year decrease of 1.58%, of which the new contract amount was 1,3948.168 billion yuan, a year-on-year increase of 6.47%.
(5) The construction area and completed area of housing construction
In the first half of 2025, the construction area of housing construction will be 9.459 billion square meters, a year-on-year decrease of 14.32%. Among them, the new construction area was 1.251 billion square meters, a decrease of 17.56% over the same period last year. the completed area of housing construction was 1.208 billion square meters, a year-on-year decrease of 10.59%.
From the perspective of the composition of the completed area of construction enterprises in the national construction industry, the completed area of residential housing accounts for the largest proportion, 56.62%; the completed area of factories and buildings accounted for 21.14%; the completed area of commercial and service housing accounted for 7.52%; the proportion of the completed area of other types of houses is less than 5%.
(6) External contracting projects
From January to June 2025, our country's foreign contracting business completed a turnover of RMB561.21 billion, a year-on-year increase of 9.3% (US$78.12 billion in US dollars, an increase of 8.1%), and a new contract value of RMB933.19 billion, an increase of 13.7% (US$129.9 billion in USD, an increase of 12.4%).
our country enterprises signed new contracts for the "Belt and Road" countries with a new contract value of 814.87 billion yuan, a year-on-year increase of 21% (US$113.43 billion in US dollars, an increase of 19.6%); Turnover was RMB465.73 billion, an increase of 8.7% (US$64.83 billion, an increase of 7.5% in US dollars).
From January to June 2025, our country enterprises will send a total of 215,000 labor personnel overseas, an increase of 25,000 over the same period last year, of which 64,000 will be dispatched under contracted projects and 151,000 will be dispatched under labor cooperation. At the end of June, there were 596,000 labor personnel of all kinds.
2. The basic situation of the construction industry in each region in the first half of 2025
(1) The completion of the total output value of the construction industry
In the first half of 2025, the total output value of the construction industry in Jiangsu, Zhejiang and Guangdong will exceed 1 trillion yuan, reaching 1,545.597 billion yuan, 1,139.361 billion yuan and 1,109.206 billion yuan respectively, accounting for 11.30%, 8.33% and 8.12% of the total output value of the national construction industry respectively. In addition, there are 8 regions with a total output value of more than 500 billion yuan, including Hubei, Shandong, Fujian, Sichuan, Hunan, Henan, Anhui and Beijing, and the total output value of the construction industry completed by the above 11 provinces and cities accounts for 70.61% of the total output value of the national construction industry. From the perspective of the growth of the total output value of the construction industry in various regions, the total output value of the construction industry in 21 regions has increased by varying degrees compared with the same period last year. Among them, Hainan had the largest increase, reaching 15.79%. Ningxia's increase reached 12.43%. The total output value of the construction industry in 10 regions decreased compared with the same period last year, with Beijing, Shanghai, Guangxi and Inner Mongolia all falling by more than 10% (Figure 1).

(2) The total output value of the construction industry completed in other provinces by region
In the first half of 2025, the total output value of the construction industry completed in other provinces in Jiangsu, Hubei, Beijing and Fujian will exceed 350 billion yuan, 608.285 billion yuan, 413.533 billion yuan, 371.588 billion yuan and 358.195 billion yuan respectively. The sum of the output value of these four regions in other provinces accounts for 41.20% of the total output value completed in other provinces. The total output value of the construction industry in 12 provinces, including Guangdong, Zhejiang, Hunan, Shanghai, Shandong, Tianjin, Shaanxi, Henan, Sichuan, Jiangxi, Anhui and Hebei, has exceeded 100 billion yuan. In the first half of 2025, the total output value of the construction industry completed in other provinces in 10 regions increased year-on-year, with the fastest growth in Tibet reaching 98.56%, and Ningxia, Hainan and Xinjiang all increasing by more than 10%. The total output value of the construction industry completed in other provinces in 21 regions decreased year-on-year, with the largest decline in Inner Mongolia reaching 64.99%, and Guangxi, Chongqing and Beijing all falling by more than 20%. In terms of extroversion (that is, the proportion of the output value completed in other provinces to the total output value of the construction industry in the region), the top three regions are Tianjin, Beijing and Shanghai, with 69.26%, 68.06% and 51.59% respectively. There are also 8 regions with an extroversion of more than 30%, including Qinghai, Fujian, Hubei, Jiangsu, Shaanxi, Shanxi, Hunan, and Hebei (Figure 2).

(3) The number of construction enterprises, the average number of people directly engaged in production and business activities, and the labor productivity
In the first half of 2025, there will be 10 regions with more than 7,000 construction enterprises in the country. Among them, Jiangsu has the largest number of enterprises, reaching 14,454. Shandong, Guangdong and Zhejiang all have more than 10,000 enterprises. Compared with the same period last year, the number of enterprises in 19 regions increased, of which Qinghai and Hainan all grew by more than 30%, and Ningxia, Inner Mongolia and Shaanxi all grew by more than 10%; The number of enterprises decreased in 12 regions, with Liaoning, Heilongjiang, and Fujian all falling by more than 5% (Figure 3).

In the first half of 2025, there will be 15 regions with an average of more than one million people directly engaged in production and business activities in the construction industry across the country. Jiangsu and Zhejiang are still the provinces with the largest number of employees, with an average of 6,264,900 and 4,102,800 directly engaged in production and business activities respectively. The average number of people directly engaged in production and business activities in the five provinces of Fujian, Guangdong, Sichuan, Shandong and Hubei exceeds 2 million. Compared with the same period last year, the average number of people directly engaged in production and business activities in Qinghai, Hainan and Fujian increased by 7.56%, 3.20% and 0.60% respectively; The average number of people directly engaged in production and business activities in 28 regions decreased, of which Guizhou decreased by 26.55%, and five regions, including Jilin, Gansu, Shaanxi, Liaoning, and Jiangxi, also experienced a decrease of more than 15% (Figure 4).

In the first half of 2025, the top three regions in terms of labor productivity calculated by the total output value of the construction industry are Hubei, Liaoning and Guizhou, with 482964 yuan/person, 438411 yuan/person and 437337 yuan/person respectively. The labor productivity in 27 regions maintained growth in terms of the total output value of the construction industry, of which Guizhou and Gansu increased by more than 30%, and Ningxia, Jilin, Shaanxi and Jiangxi increased by more than 20%. Four regions, including Beijing, Shanghai, Inner Mongolia, and Guangxi, experienced a decline in labor productivity based on the total output value of the construction industry (Figure 5).

(4) The total amount of contracts signed by construction enterprises and the amount of newly signed contracts
In the first half of 2025, the total contracts signed by construction enterprises in Guangdong, Hubei, Beijing, Jiangsu, Sichuan, Zhejiang and Shanghai exceeded 3,000 billion yuan, reaching 5,518.612 billion yuan, 4,290.867 billion yuan, 4,163.543 billion yuan, 3,705.393 billion yuan, 3,523.236 billion yuan, 3,369.069 billion yuan and 3,082.035 billion yuan respectively. There are also three regions with a total contract value of more than 2,000 billion yuan: Shandong, Hunan and Fujian. The total contract value of 12 regions increased, with the fastest year-on-year increase in Hainan reaching 14.06%. The total contract value of 19 regions showed negative growth, with Tibet having a negative growth of 22.74% (Figure 6).

In the first half of 2025, construction enterprises in Jiangsu, Hubei and Guangdong provinces will all sign new contracts of more than 1,000 billion yuan, reaching 1,311.396 billion yuan, 1,205.865 billion yuan and 1,118.103 billion yuan respectively. There are also 9 regions with a new contract amount of more than 500 billion yuan, including Zhejiang, Shandong, Sichuan, Fujian, Hunan, Beijing, Anhui, Henan and Shanghai. The amount of new contracts signed in seven regions increased, with the fastest year-on-year increase in Xinjiang reaching 13.92%. The new contract value in 24 regions showed negative growth, with Tibet, Qinghai and Shanghai all showing negative growth of more than 20% (Figure 7).

(5) The construction area and completed area of housing construction
In the first half of 2025, the construction area of construction enterprises in Jiangsu and Zhejiang will exceed 1 billion square meters, 1.609 billion square meters and 1.157 billion square meters respectively. There are also five regions with a construction area of more than 500 million square meters, including Guangdong, Shandong, Beijing, Fujian and Hubei. The construction area of housing construction in Hainan increased by 65.01% year-on-year, and the construction area of housing construction in the remaining 30 regions was negative, of which Jiangxi, Liaoning, Heilongjiang and Anhui all had negative growth of more than 30%, and Gansu, Chongqing, Tianjin, Tibet, Jilin and Guangxi all had negative growth of more than 20% (Figure 8).

In the first half of 2025, the completed area of housing construction in Jiangsu and Zhejiang will exceed 100 million square meters, reaching 221 million square meters and 165 million square meters respectively. There are also six regions with a completed area of more than 50 million square meters, including Hunan, Guangdong, Hubei, Fujian, Shandong and Sichuan. The completed area of housing construction in 7 regions has increased, of which the completed area of housing construction in Inner Mongolia, Tianjin and Xinjiang has increased by 78.25%, 30.90% and 23.11% respectively. The completed area of housing construction in 24 regions has shown negative growth, of which Qinghai and Jilin have negative growth of more than 30% (Figure 9).
